Shingles work by shedding water fast — gravity does most of the job. On a flat or near-flat roof, gravity barely helps, so the roofing material has to actually hold water out, not just move it along. That's a much harder job in a climate where it rains, off and on, for eight months straight.

Torch down has been the default flat roof material around here for decades. It's asphalt-based, applied with a torch, and it works — for a while. But it ages faster than modern membranes, the seams are only as good as the installer's flame work, and once it alligators there's no great way to restore it.
PVC (and its cousin TPO) is a single-ply membrane with heat-welded seams. Done right, the seams are actually fused into one piece of material rather than glued or torched together. For low-slope roofs in the Pacific Northwest, that seam quality matters more than almost anything else, because standing water tests every seam constantly.
The trade-offs, plainly:
A roof-over — installing a new membrane over the existing torch down — can save you some money on labor and disposal, and on the right roof it's a legitimate option. But it only makes sense when the existing roof and deck are dry and sound.
A tear-off is the right call when there are soft spots, when moisture readings show a wet deck, or when the old roof has failed in quite a few different places. Covering a wet deck traps the moisture, the rot keeps going, and you've wasted money on a roof that's failing from underneath on day one. On a flat roof that holds water, usually yes. The heat-welded seams handle ponding far better, and you're less likely to be back on the roof in ten years. On a small, well-drained section, torch down can still be a reasonable, economical choice.
